 A former northern Utah jail guard who pleaded guilty to a stalking charge after tracking down female inmates online has been sentenced to 30 days behind bars.

One woman said Tuesday that messages from 36-year-old James Joshua Woytko were particularly disturbing because he'd apparently gotten accessed jail systems to get her information, including intimate knowledge of her appearance.

Figures from sheriff's offices around the state show seven people died at county jails in Utah last year, down from a record 25 the year before.

The Standard-Examiner reports last year it requested 2016's jail death records from Utah's 29 counties. Twenty-three deaths were reported. Two more jail-related deaths were discovered with additional record requests to the Weber and Davis county sheriff's offices. Those two deaths had not been counted because the inmates died later at hospitals, not in the jails.

Utah lawmakers are working to find out more about deaths in Utah's jails after a series of inmate deaths last year.

Republican Sen. Todd Weiler's proposal requires jails and prisons to submit annual reports on jail deaths, how they treat inmates who are addicted to opioids and what prescribed drugs are not given to inmates while they're incarcerated.

In Utah, wait times for mental health services for inmates are significantly longer than in any of the six neighboring states. These inmates have yet to face trial, because they’ve been ruled mentally unable to do so. In order to be tried, they first need rehabilitation at the Utah State Hospital, the only institution in the state that can treat them. The hospital has a months-long waiting list.

Charging documents state a Utah woman who is already facing charges of trying to hire a hit man to kill her ex-husband now faces additional charges for asking a fellow inmate to kill the hit man.

Linda Tracy Gillman is charged with two counts of first-degree felony criminal solicitation for the first case. But the 69-year-old is now accused of trying to persuade a fellow jail inmate to kill the hit man she tried to hire, who is a primary witness against her.
